Commission E Urges More Targeted Health, Education, and Social Programs

Commission E of the Jakarta City Council requested that various programs run by working partners, such as in the education, health, and social sectors, be implemented more precisely and provide a real impact on the community.

This was conveyed by the Chairman of Commission E of the Jakarta City Council, M Subki when delivering a report on the results of the discussion of the Draft Regional Regulation (Raperda) concerning Accountability for the Implementation of the Regional Budget (P2APBD) for the 2025 Fiscal Year.
Education Programs Urged to Prioritize Underprivileged FamiliesSubki stated that overall, the implementation of the 2025 Regional Budget (APBD) had gone quite well, with an average budget absorption rate of over 90 percent. Meanwhile, the revenue target of Rp3.4 trillion was largely met.
However, Commission E assessed that there are still a number of aspects that need to be improved, particularly regarding the effectiveness of budget absorption and the accuracy of program targets.
"The implementation of the 2025 Regional Budget has gone quite well, but there are still aspects that require improvement, particularly regarding the effectiveness of budget absorption and the accuracy of program targets," he said, Wednesday (6/24).
According to him, improving the accuracy of budget planning is crucial amidst efficiency policies. Commission E, Subki continued, highlighted the continued underutilization of budgets in several regional government agencies.
"Commission E requested that performance reports not only focus on budget realization but also include program outputs, outcomes, and the impact felt by the community. The accuracy of social assistance recipient data also needs to be strengthened to ensure more targeted distribution," he explained.
In the area of social welfare, Commission E recommended improving the accuracy of social assistance distribution, updating poverty data, resolving the Supreme Audit Agency (BPK) findings regarding food subsidies, and strengthening disaster response.
Meanwhile, in the health sector, Subki encouraged the optimization of the use of development budgets, easier access to BPJS for the underprivileged, improvement of Posyandu facilities for the elderly, acceleration of the construction of Koja Regional Hospital, and improvement of the quality of health services.
Meanwhile, in the area of women and children protection, Commission E requested strengthening programs to prevent violence against women and children, increasing the effectiveness of protection services, and expanding collaboration with various communities.
"In the youth and sports sector, Commission E is pushing for the resolution of BPK findings, revitalization of sports facilities, improvement of venue quality, and the development of accountability mechanisms for activities supported through CSR and sponsorship schemes," he added.
Commission E also focused on the management of religious grants. Through the Bureau of Mental and Spiritual Education, the Jakarta Provincial Government is asked to improve the management of religious grants, expand assistance to mosques, prayer rooms, and Quran teachers, optimize the use of grant funds, and improve services for Hajj pilgrims.
In the field of education, Commission E is pushing for improvements in data on Jakarta Smart Card (KJP) recipients, acceleration of the free private school program, school rehabilitation, improvement of services for children with special needs, development of boarding schools, and expansion of access to the Jakarta Superior Student Card (KJMU) for students at B and C accredited universities.
In the cultural sector, Commission E highlighted the low budget realization and requested improvements in the quality of physical activity planning, preservation of Betawi culture, development of the Setu Babakan area, and acceleration of procurement of traditional musical instruments.
"In the area of libraries and archives, Commission E requested improvements in the quality of program planning, resolution of BPK findings, strengthening of mobile library services, and the preparation of more measurable literacy impact indicators," he appealed.
