Jakarta Advances Food System and Environmental Management with Two Draft Regulations

Jakarta Governor Pramono Anung delivered his final remarks on two draft regional regulations (Raperda) on Food System Management and Environmental Protection and Management during the Jakarta City Council (DPRD) plenary meeting on Wednesday (8/12).

Regarding the Food System Raperda, Pramono stressed the importance of ensuring every Jakarta resident's basic right to food. He said access to adequate food would determine the quality of human resources and, ultimately, the quality of a nation.

Discussing Draft Regional Regulation on Taxes, Bapemperda Emphasizes Protection for Low-Income Residents

Jakarta therefore needs policies that integrate three pillars: food availability, food affordability, and food utilization. Together, these pillars aim to build a healthy and productive population by improving the quality of food.

"The Draft Regional Regulation on Food System Management is expected to ensure that food management provides fair, equitable, and sustainable benefits for every resident, particularly people who are poor and neglected," Pramono emphasized.

The Executive also expects the draft regulation to improve the quality of life and welfare of Jakarta residents. It will provide a legal basis for developing coordinated policies, programs, and budgets for the food system.

Meanwhile, regarding the Draft Regional Regulation on Environmental Protection and Management Plan (RPPLH), the governor explained that the draft regulation is mandated by UU No. 32/2009 and Government Regulation No. 26/2025.

As a global city and the national economic center, Jakarta currently faces various development challenges, including climate change, environmental pollution, limited natural resources, declining environmental quality, and growing demand for urban space.

"Therefore, Jakarta's development must take into account the balance between economic growth, public welfare, and environmental sustainability," Pramono added.

Pramono said the RPPLH is a 30-year long-term strategic planning document that will serve as the basis for determining Jakarta's development direction.

He said the adoption of the RPPLH Regional Regulation demonstrates the Executive's commitment to strengthening environmental governance that can adapt to the city's changing development dynamics.

The Executive also hopes that the Jakarta City Council and the Jakarta Provincial Government will continue to strengthen their cooperation in developing strategic programs that benefit the public.
