KJP Fund Disbursement Threatened to Miss Schedule

The disbursement of Jakarta Smart Card (KJP) fund is threatened to miss schedule due to the fund is categorized as social aid (bansos) fund. The fund was supposed to be disbursed on Monday (5/19), but it could not be realized because the Corruption Eradication Commission (KPK) asked the disbursement process of social aid fund to be conducted after the general election is finished. It aims to prevent the fund from being misused for political purposes.

Head of Jakarta Financial Management Body (BPKD), Endang Widjajanti, said that to disburse the fund, her party should coordinate with KPK, Home Ministry, and Development and Finance Surveillance Agency (BPKP). “
The KJP fund is categorized as social aid fund, thus it has not been disbursed in accordance to KPK’s instruction ,” she stated, Monday (5/19).According to Widjajanti, Jakarta BPKD is trying to disburse the KJP fund quickly because it is related to students’ needs. “We have to coordinate with related unit for fund disbursing. Principally, the fund is still in disbursement process,” she uttered.
Jokowi: Social Aid Fund will Be Disbursed after Presidential ElectionIn accordance to the policy, KJP fund disbursement is processed per three months. In the 2014 City Budget (APBD), the amount of KJP fund is Rp 832 billion with 619,000 recipients. While in last year APBD, KJP fund spent Rp 778 billion with 689,000 recipients. This year, the fund proposal is focused on junior high school (SMP) and senior high school (SMA) level. That means the amount increases to Rp 54 billion compared to last year.
Head of Jakarta Education Department, Lasro Marbun, told that such calculation is based on SMP and SMA students’ needs which higher than elementary school (SD) students’. “The higher school level, the more expensive it is. So, we calculate (the fund) in accordance to KJP recipients’ needs,” he explained.
The KJP fund received by students is Rp 240,000 for SMA/SMK/MA students, Rp 210,000 for SMP/MTs students, and Rp 180,000 for SD/MI students. The fund is commonly disbursed in every three months to students.
For information, in the 2014 APBD, Jakarta Provincial Government allocates Rp 1.2 trillion as social aid and grant funds. Based on KPK’s instruction, social aid and grant funds should not be disbursed to foundation which formed by individual and its age under three years.
