"Whereas we have ideals, with this new draft bylaw, local citizens can be more prosperous, especially small entrepreneurs," expressed Lulung Lunggana, Chairperson of Jakarta DPRD's Bapemperda, at City Council building, Wednesday (8/30).

The man popularly called Haji Lulung expressed, in draft bylaw about marketing proposed by the executive, there are six six points on BAB II about the objectives and principles of this draft bylaw. Among them are regulating the provision of supply and distribution, as well as spatial planning related to the provisions of the distance between traditional and modern markets.

"I ask this not to be a nomenclature only, but its implementation as well," he exclaimed.

Jakarta DPRD's Bapemperda Vice Chairperson, Merry Hotma added, as the spearhead of the market economy, the Economic Bureau should also have a concept of partnership among big entrepreneurs with small and medium entrepreneurs. The concept needs to be finalized to anticipate the monopoly of trade.

"If they can't explain, we will postpone the discussion while awaiting an answer," he stressed.

Responding on the matter, Didik Djoenaedi, Division Head of UMKM Cooperative under Jakarta Industry, Energy and Trade Bureau of Economy explained, partnerships between large and small entrepreneurs will be specified in Article 45 of Draft Bylaw on Marketing. In the article, there will be regulation on the provision of business location, supply and facility through big business actors.

"So the applicant who will propose licenses in the market must go through social studies, that will be handled by SKPD related to trade," he closed.
