Food Budget for Inmates Threatened to Be Reduced

Jakarta Social Department Secretary, Susana Budi Susilowati, said that after goods procurement through ULP is centered in province level, there is budget decrease. If previously the food budged for inmates was Rp 33,000 per person per day, now it is only Rp 25,000 per person per day.

According to Susilowati, Governor Regulation No. 437/2010 on food price determination for PMKS and WBS in social institutions is maximum Rp 25,000 per person per day. But unfortunately, auction participants still bid 80-90 percent from that amount. Thus, Social Department looks for the lowest bidder without overriding food menu quality. At least, her party will find other solutions immediately and correspond with ULP, telling that Social Department will follow the rule without decreasing food quality.

From five elderly social institutions and for psychotic social institutions, all is over capacity.
For example, Bina Laras 2 Social Institution in Ceger, East Jakarta, has 633 inmates. Whereas, its capacity is only for 350 people. Ironically, the budget inserted to DPA (budget filling list) is only for 450 people times Rp 25,000.
“This social institution is already over capacity. From capacity of 350 people, it is now filled by 633 people. Ahead of Ramadan, the amount would increase because Jakarta Provincial Government will hold control (against PMKS) in five municipalities,” explained Head of Bina Laras 2 Social Institution, Andi Muchdar.
