Halim Citizens Want Cipinang River to Be Normalized

Citizens living in Halim Perdana Kusuma Urban Village are requesting related unit to immediately normalize the Cipinang River in a bid to minimize flooding. They admitted floods always hit their residence over last 20 years.
Chief of RT 10/07 Halim Perdanakusuma Urban Village, Komarul disclosed local citizens have long suggested related unit to carry out normalization. During heavy rain, the Halim Perdana Kusuma Urban Village is often flooded due to overflowing from Cipinang River. Last year, socialization was done yet there has been no further action.
"As far as I know normalization has been carried out at Makasar Urban Village and I want it could be continued to our residential soon. If not, our village will continue buffeted by floods," he lamented, Monday (9/29).
Head of Halim Perdana Kusuma Urban Village, Yuswil Rasyid expressed that Cipinang River should be normalized because of his residential is prone to flooding, precisely at RW 05, 07, 08, with water level about 175 cm. It has been going on more than 20 years.
"We had requested related unit (Jakarta Public Works Department) to install a sheet pile in Cipinang River like Makasar Urban Village. But they refused it due to its trace was different. That's why we also ask the Spatial Planning Department to make trace in our village, particularly on the banks of Cipinang River," he explained.
He added, there are many empty lands in RW 07 with 4 houses. Then in RW 05, having 100 permanent houses and needs to be acquired if there is normalization, as well as in RW 07 has 45 houses.
Most of the existing land titles in Cipinang Riverbank is girik (traditional land titles) and deeds of sale (AJB). As for the price of the tax value of the properties (NJOP) in such area reaches Rp 1.5 million per meter.
Responding on this matter, Staff of East Jakarta Land Procurement Committee (P2T), Rudy uttered until now, there has been no normalization program for Cipinang River. Last year, socialization was indeed done in Halim Perdana Kusuma Urban Village but it did not proceed to scoping phase by Public Works Department. "Moreover, we do not have enough funds," he acknowledged.
