Anticipating New Year Holiday Cluster, Anies Issues Ingub No. 64 and Sergub No. 17/2020

In order to control people's mobility and activities as well as to anticipate the emergence of holiday cluster ahead of National Religious Holidays (HBKN) Christmas and New Year 2021, Jakarta Governor, Anies Baswedan issued Gubernatorial Instruction (Ingub) No. 64/2020 about Controlling and Implementing Gubernatorial Appeal (Sergub) No. 17/2020 on controlling community activities.

According to him, Ingub and Sergub were issued as one of government's efforts to anticipate COVID-19 spread ahead of holiday season during Transitional Large-Scale Social Restrictions (PSBB) period.
"It is no need to change our legal instrument in form of Pergub (which regulates PSBB). Because Jakarta itself had experienced spike in positive cases of COVID-19 in family cluster due to long holiday in October and November period.
"Our concern is holiday period for joint activities in the circle of non-business activities, therefore we are calling to prepare it. That is what we have regulated, since the potential is high outside the home, namely on December 24-27, December 31 until January 2, 2021. In that period, people should be at home," he asserted.
Moreover, Ingub and Sergub also regulate various aspects from business activities, religious activities, to people's mobility to enter and exit Jakarta. For example, in point 15a No. 2 Ingub 64/2020 which is addressed to Jakarta Transportation Agency Head, to check travelers' certificate of rapid antigen test results.
"Through Ingub and Sergub, hopefully the things we don't want (the case spike) will not happen. We appeal to the public to prioritize staying at home and reducing activities outside home, except for basic or urgent activities, thus God willing, our joint efforts will take us to the next phase, namely a safe, healthy, and productive society," he explained.
