Jakarta Chosen as Pilot City for Electronic Ticketing System Implementation

To ease the control against traffic violations and make traffic regulations enforcement runs well and effective, the Indonesia Police plans to build electronic ticketing system.

“Electronic ticketing system will be applied in all over Indonesia, and Jakarta will be the pilot city,” stated City Police spokesman, Sr. Comr. Rikwanto, Wednesday (11/12).

According to Rikwanto, this system will be trialed in three locations in Jakarta, namely Jalan HR Rasuna Said towards Mampang, TransJakarta bus lane on Jalan MT Haryono Pancoran, and Mampang Intersection towards Jalan Dr Saharjo. In these locations, the police will install devices called the Automatic Number Plate Recognition (ANPR) that will record data of traffic violations done by vehicles.

“The trial in Kuningan is for red light violation, Jalan MT Haryono for TransJakarta bus lane trespassing, and Mampang for no stop sign. However, the trial is not yet scheduled,” he told.

Meanwhile, City Police Traffic Director Sr. Comr. Restu Mulya Budyanto informed that his party is still enhancing the Electronic Traffic Law Enforcement (ETLE) system. ETLE implementation itself is based on driver’s data transfer to digital system called the Electronic Registration Identification (ERI).

“Some of the supporting items are almost complete. This can be monitored from the coordination between the City Police and Jakarta Provincial Government,” he said.

Besides that, City Police Traffic Directorate also keeps synchronizing the data of all drivers’ driving license (SIM), vehicle number certificate (STNK), and vehicle ownership book (BPKB). With electronic files, these data would be more effective and save saving space.

“And with ERI, the documents owned by vehicle owners would be safer and traffic congestion in Jakarta would be decreasing. Later, ERI will support the implementation of Electronic Road Pricing (ERP). All ERI system’s database will be kept in Traffic Management Center (TMC) that becomes the traffic’s command central in City Police jurisdiction,” he uttered.

According to Budyanto, the implementation of electronic ticketing system will also be supported with the use of CCTVs to capture the license plate numbers of vehicles that violated traffic regulations.

“Later, the picture will be synchronized with the data in ERI. Afterwards, the police will send the ticket to the address of the traffic violator,” he said.

In addition, City Police Traffic Directorate Security and Safety Sub-Directorate Chief AKBP Irvan Prawira urges the vehicle owners who have not done title transfer to immediately do so to prevent the tickets being sent to wrong address as mentioned on STNK.

“This is because the ticket issued from the electronic ticketing system will be directly sent to the address mentioned on the STNK,” he told.

Prawira also explained that the electronic ticket is different with regular speeding ticket. On the electronic ticket there are two columns. The first column requires the vehicle owner as indicated on the STNK to mention who used the vehicle when the camera captured the violation.

“And if the vehicle had been sold, the second column requires previous vehicle owner to mention the vehicle is sold to whom and enter the address of the buyer,” he said.
