Collaborative Development Plans, Jakarta Holds 2023 RKPD Public Consultation Forum

The Jakarta administration held a Public Consultation Forum on the 2023 City Working Plan (RKPD), on Friday (2/25).

This public consultation is an integral part of the development planning process. Besides fulfilling the mandate of the laws and regulations, it is in line with the spirit of collaboration that continues to be echoed in Jakarta. Thus, planning is done in a collaborative, participatory, and careful manner for the good of the development transition period in Jakarta.
"The involvement of all development stakeholders is a form of collaboration between the administration and the community in development planning that needs to be developed sustainably. It can be done, because of the concern of all development stakeholders," expressed Jakarta Vice Governor, Ahmad Riza via zoom application from his official house, South Jakarta, to represent Jakarta Governor Anies Baswedan, as quoted by Jakarta PPID's press release.
RKPD is Ensured to Accommodate Musrenbang and Council RecessAs for the information, the year 2023 is a new chapter, as well as a transition period from the 2017-2022 Jakarta Regional Development periods to the 2023-2026 Jakarta Regional Development period. Through collaborative and participatory development planning, as well as the community, it is expected to improve the quality and accuracy of program targets to address the needs of the Jakarta residents.
"Therefore, regional development planning in 2023 must be more carefully, thoroughly, and measurably. Thank you to all residents who have collaborated in the development of this city. Let's continue to care and take care of this city for Maju Kotanya, Bahagia Warganya (making a developed city for happier people)," he continued.
The Jakarta Plan for 2023 carries the theme “Accelerating Jakarta's Excellence in Efforts to Create a Global Competitive City that is Resilience, Inclusive and Equitable”. Hopefully, it could recover the city from the impact of the pandemic and transformed into a city that is on par with other global cities in the world.
The following are the focus of development in 2023:
1. Urban resilience, especially in health, infrastructure, and food sectors
2. Economic transformation conducted in the transportation sector, digital economy, and public services
3. Fulfillment of basic needs such as clean water and sanitation, housing, and education
4. Realizing a sustainable city by expanding the use of low-carbon energy, as well as expanding green open space and blue open space
Further, the handling of annual problems such as traffic congestion, flooding, water, and air pollution, illegal settlements, garbage, and crime must continue to be improved. Programs that have been running well, such as collaboration, equal opportunity for all residents, quality public spaces, intermodal integration, and urban culture are a legacy that still needs to be continued.
"The macro assumption in the draft Regional Development Plan (RPD) for 2023–2026, namely Jakarta's economic growth in 2023 is projected to grow at 5.8 percent; the Open Unemployment Rate (TPT) is targeted at 8.21; Gini ratio at 0.399; Human Development Index at 81.9; and Reduction of Greenhouse Gases at 19.3 percent," he described.
Thereby, 'creative financing' as an alternative solution to development funding needs to be continuously sought and developed, which aims at implementing development programs amid the limited capacity of the City Budget (APBD). Then regional apparatus heads must ensure that all work plans in the Regional Apparatus for 2023 are prepared carefully, measurably, and allowed to be executed effectively and efficiently.
"By so, the work program implemented can have an impact on inclusive, competitive, and equitable economic growth. Also, make sure all budgets spent do not only achieve output but achieve outcomes for the welfare and happiness of residents. Hope this public consultation forum can bridge efforts to develop collaboration between local governments and residents in development," he closed.
