The basis of daily habilitation and rehabilitation (daycare) was a matter of concern in the discussion between the legislature and the executive.
Jakarta Social Agency Head Premi Lasari explained that in general, the discussion between her side and the legislature went well and there were no significant differences. However, the basis for determining the location of daily habilitation and rehabilitation services regulated in Article 100 of Raperda was considered as a crucial issue.

Responding to the dynamics of the forum, she admitted that it would not be a problem if service units were also provided based on area coverage per sub-district. However, in the end, it was also agreed to accommodate the implementation of data-based distribution services thus more than one service unit could be provided in sub-district with many people with disabilities.
Regarding the Complaint Service Unit related to habilitation and rehabilitation services, she also stated that to provide good social services, it was necessary to have Complaint Service Unit to control program implementation.
"It is a part of our duty to provide Complaint Service Unit," she stated.
