You Don't Have to Pay to Update Documents Related to Changes in Public Space Name in Jakarta

Following Governor's Decree (Kepgub) No. 565/2022, the Jakarta Government has inaugurated new names for public spaces (roads, buildings, and special zones) using the names of Betawi figures who have contributed to Jakarta and Indonesia. Jakarta Governor Anies Baswedan conveyed that the old administrative documents owned by Jakarta residents were still valid and legally recognized.

The new road names will be accommodated in the administrative recording system in relevant agencies and synchronized with the e-KTP population database. While the changes in administrative documents due to changes in road names are free of charge. This applies to all resident's administrative documents. Existing documents owned by the community are considered valid until their validity period expires and the data will be adjusted when the person concerned applies for an extension/update of the document.

"We just had a meeting with the National Police Traffic Corps Head, Jasa Raharja President Director, and Jakarta BPN Regional Office Head to make it easier for residents to manage administrative documents related to motor vehicles, population, taxation, and land," he said at Jakarta City Hall as quoted from Jakarta PPID Press Release, Monday (6/27).

"Many things were discussed, but we want to convey that the change in street names in Jakarta has consequences, but we emphasize that this will not be a burden on the public. All recorded (documents) will remain valid and adjusted. Changes in documents will get free of charge. All aspects won't be burdensome and all confusion will be clarified," he added.

The relevant agencies also expressed their support for the Government's Decree No.56/2022 and would accommodate the road renaming policy.

The National Police Traffic Corps Head Inspector General Firman Santyabudi said, although there was an adjustment to administrative data, the police did not require people to immediately update their documents. Instead, they could apply to update the data when the period was about to expire.

"We will support all activities presented by the Governor and we will adjust the vehicle data. People who are affected by the change in road names are not required to change their STNK, but we will adjust the data related to the changes in road names. After five years, when the STNK period has expired, the non-tax state revenue (PNBP) data will be updated (gradually) as it is now," he explained.

On the other hand, Jakarta BPN Regional Office Head Dwi Budi Martono mentioned that the old land certificate was still valid and there was no additional fee if people wanted to update the road names.

"We are ready to support this reform. It has nothing to do with land rights. We have also conveyed it to all levels, both at the front office (counter), the back office, and our personnel in the field. All personnel will follow the Governor's Decree and this is all for the benefit of society," he asserted.

Jasa Raharja President Director Rivan Achmad Purwantono added that data adjustment would not interfere with the payment of compensation if there were road users who had an accident on the road whose name was changed.

"From updating data on e-KTP and vehicle data, the existing historical data will be not deleted in the context of paying compensation for those who have accidents," he continued.

Regarding the issuance of the updated population documents, the Jakarta Dukcapil Agency will proactively and gradually update the documents based on region. The updated population documents will be distributed by urban villages to residents through RT/RW. The provision of new/updated documents accompanied by withdrawal of old documents. People who urgently need new population documents can apply to the Jakarta Dukcapil Agency.

Especially for business permit documents, as long as there is no change in the business location point, there is no need for a new business permit. People who want to apply for an update on the business permit can directly input the One Single Submission (OSS) system and upload the Governor's Decree on Road Names Changes as an attachment.
