Jakarta Administration Presents Three Regulations at Plenary Meeting

The Jakarta administration submitted three draft bylaws at the Jakarta Legislative Council (DPRD) Plenary Meeting, at the City Council Building, on Tuesday (7/5).

The executives have a strong legal basis for continuing the development of transportation in Jakarta

Those three draft bylaws were regional financial management, transportation master plan, and electronic traffic control. Jakarta Vice Governor Ahmad Riza Patria symbolically conveyed them to the legislature.

On that occasion, he revealed that regional financial management is an integral part of the administration of Government Affairs. In the interest of better regional financial management, his party issued Government Regulation number 12/2019 on Regional Financial Management and the stipulation of the Home Minister Regulation number 77/2020 on Technical Guidelines for Regional Financial Management.

Legislative Approves Proposal for Draft Bylaw on Persons with Disabilities

"As mandated by Article 3 letter a of the Home Minister Regulation number 77/2020, the Bylaws governing Regional Financial Management are stipulated no later than 2022. Therefore, we propose a draft bylaw on Regional Financial Management which will also replace Bylaw number 5/2007 on Principles of Regional Financial Management," he explained on the sidelines of reading the manuscript of the Governor's Speech, as quoted from Jakarta PPID's press release.

He hoped it could create a regional financial management system following regional conditions and needs. That was by adhering to higher laws and regulations, and reviewing the system continuously to realize effective, efficient, and transparent Regional Financial Management.

He then explained the draft bylaw about the Transportation Master Plan and Electronic Traffic Control. Hopefully, the discussion of the two draft bylaws could provide guidelines for executives to continue development, especially related to the transportation sector in Jakarta.

"According to the mandate in Presidential Regulation number 55/2018 on the Greater Jakarta Transportation Master Plan, the Regional Government needs to prepare a derivative Transportation Master Plan. Bylaw number 1/2012 on the 2030 Regional Spatial Plan, which is currently in the process of being reviewed, also mandates the alignment of spatial development and transportation. Development alignment is important to create an inclusive city for its citizens," he explained.

Transportation policies must be implemented with a pull and push strategy mechanism to encourage the shift from private vehicle use to public transportation. Traffic control policies are important to implement as transportation accounts for 47% of Jakarta's greenhouse gas (GHG) emissions. Thus, vehicle restrictions could make a real contribution to supporting climate change mitigation measures, besides being a policy instrument in the traffic sector that would encourage modal shifts towards public transportation.

"After the stipulation of the Bylaw on the Jakarta Transportation Master Plan and Electronic Traffic Control, the executives have a strong legal basis in continuing the development of transportation in Jakarta in the future and implementing traffic control policies to create inclusive transportation for the community in the context of developing a climate-resilient city," he closed.
