Jakarta is Ready to Become Model of Dynamic Allowance, Ahok Says

Jakarta Provincial Government gets support from Administrative and Bureaucratic Reform (MenPAN-RB) Minister, Yuddy Chrisnandi about giving the static and dynamic provincial performance allowance (TKD) to Jakarta civil servants (PNS).

"I come to city hall as president representatives to manage the state apparatus affairs. I admitted, the Jakarta Governor regulation of the dynamic allowance makes other regions surprised because the amount is too big compared with other areas," Chrisnandi said after a closed meeting with Jakarta Governor, Basuki Tjahaja 'Ahok' Purnama, at City Hall, tuesday (2/3).
He continued, the dynamic allowance is in accordance with applicable rules and regulations as not to exceed 30 percent from city budget (APBD). Moreover, the amounts of dynamic allowance in Jakarta only reach 24 percent from the city budget.

As known, Jakarta revenue reaches Rp 40 trillion and the city budget is Rp 70 trillion. So the financial management is relatively big. After get the whole explanation of dynamic allowance, Chrisnandi agreed the innovation of Jakarta Governor because the allowance that given to the civil servants is logic after calculating the city revenue.
"As the conclusion, there is no problem with this Jakarta Provincial program, they just need to match the nomenclature with laws of state apparatus (ASN)," he explained.
Furthermore, the minister also said the program can be copied by other regional.
"The system can be applied by other regional too, and as the advantage, the Jakarta Provincial Government can place the best officers in their position besides the Governor authority to fire the employee," he continued.
Meanwhile, Basuki admitted to ready if Jakarta becomes model for the dynamic allowance system. "We should support the ministry, because this system is substance from laws of state apparatus, and we are ready to become model," he said.
