Acting Governor Heru Explains Regional Budget 2023 Implementation

Acting Governor Jakarta, Heru Budi Hartono, delivered his response to the General Views of the Factions on the Draft Regional Regulation (Raperda) concerning Accountability for the Implementation of the Regional Revenue and Expenditure Budget (P2APBD) of the Jakarta Provincial Government for the 2023 Fiscal Year.

Heru said the P2APBD Draft is a form of shared responsibility in efforts to ensure accountability and transparency in regional financial management.

"This achievement is the executive's commitment to continue maintaining and improving the accountability of regional financial management. The executive will continue to accelerate the completion of the Follow-up to the BPK Audit Results which until December 31, 2023 reached 90.02 percent. This figure exceeds the national average achievement of 78.20 percent," he said during the plenary meeting.
Heru also highlighted various general views conveyed by the Jakarta City Council Factions, such as improving the Government Internal Control System (SPIP); Budget Realization Report covering Regional Revenue, Regional Expenditure and Regional Financing; Opportunities to Increase Tax Targets through Fiscal Cadaster Policy; and Implementation of Online Systems in Real Time.
"The budget allocation is directed at fulfilling priority spending that is inline with the implementation of priority programs, namely prioritizing the development of infrastructure and urban services, such as flood control, traffic congestion and waste management, economic growth and the business sector, as well as restoring the city ecosystem and implementing low-carbon development," Heru explained, as quoted from Jakarta Provincial Government's press release.
The spending priority is also focused on providing assistance in the form of public service subsidies, social assistance, and financial assistance for other Regional Governments for inter-regional cooperation. His party is also committed to optimize the achievement of Regional Expenditure in the 2023 Fiscal Year for Jakarta resident welfare.
"Regarding subsidized food services for Jakarta Smart Card (KJP) recipients, the executive is trying to ensure the availability of quality subsidized food stocks at all locations in sufficient quantities. Subsidized food services have also used an online registration mechanism through an application for service control and supervision," he added.
Heru also explained about the data collection and services of the KJP Plus social assistance program and the Jakarta Superior Student Card (KJMU). According to him, the Jakarta Provincial Government has verified KJP Plus and KJMU registrants based on the Targeting for the Acceleration of the Eradication of Extreme Poverty (P3KE) and Integrated Social Welfare Data (DTKS).
In the first phase of 2023, KJP Plus has been distributed to 674,599 recipients and KJMU to 15,153 recipients. While in the second phase of 2023, KJP Plus has been distributed to 656,390 recipients and KJMU to 19,042 recipients.
"The executive has provided KJP Plus and KJMU service posts/helpdesks at the administrative city level to facilitate KJP Plus and KJMU services," he explained.
Heru hopes that the P2APBD for the 2023 Fiscal Year can be ratified immediately and continued with the discussion of the Revised APBD for the 2024 Fiscal Year.
"We are committed to complete all stages of the revised 2024 Fiscal Year APBD in accordance with the provisions of laws and regulations together with the Jakarta Provincial City Council. Strengthening cooperation and synergy between the executive and legislative ranks is the key to achieve success in every stage of budget planning and implementation," Heru stated.
