Jakarta Regional Secretary Delivers City Budget 2025 Regional Regulation Draft Speech

Jakarta City Council held Plenary Meeting of Regional Regulation Draft Speech related to City Budget 2025 by Jakarta Regional Secretary Joko Agus Setyono, Thursday (11/7).

The plenary meeting at Jakarta City Council Building was led by Jakarta City Council Vice Chairwoman, Ima Mahdiah.

In his speech, Joko explained that total draft of Jakarta Regional Budget (APBD) 2025 is Rp 91.14 trillion or 6.97 percent higher. Meanwhile the Regional Revenue in 2025 APBD is Rp 81.68 trillion or 8.99 percent compared to last year's APBD by Rp 74.94 trillion.

"Then the Transfer Revenue is expected by Rp 26.13 trillion from the Central Government," Joko said.

Then Other Legitimate Regional Revenue is estimated at Rp 1.46 trillion from the Central Government Grant Income. Joko added that Regional Expenditure in APBD 2025 is Rp 82.32 trillion. The Regional Expenditure Plan consists of Operational Expenditure, Capital Expenditure, Unexpected Expenditure, and Transfer Expenditure.

Joko continued that the regional spending will be used for priority development budgets. Among them are improving the quality of the environment and city infrastructure by Rp 20 trillion or 24.30 percent of total spending, accelerating economic growth by Rp 949.21 billion or 1.15 percent of total spending, then improving public welfare by Rp 15.48 trillion or 18.80 percent of total spending, and adaptive governance by Rp 2.49 trillion or 3.04 percent of total spending.

The 2025 financing receipts are planned at Rp 9.45 trillion, originating from the previous year's SiLPA with a projection of Rp 4.96 trillion and regional loan receipts at Rp 4.49 trillion in the form of Continuing Loans for the Jakarta MRT Development of Rp 4.49 trillion.

Financing expenditure is planned at Rp 8.81 trillion, which is allocated to BUMD in the form of Regional Capital Participation by Rp 6.71 trillion, some of which is used for the construction of MRT Phase II infrastructure by Rp 5.94 trillion and LRT Corridor I/b by Rp 767 billion.

Other financing expenditures are in the form of Installment Payments of Principal Debt Due by Rp 2.10 trillion for the payment of JEDI principal debt and PEN Principal Debt, as well as MRT principal payments.

According to Joko, the increase in regional revenue is carried out from the regional tax sector, regional levies, results of management of separated regional assets, other legitimate regional original income, transfer income, and other legitimate regional income.

"Regional tax policy is carried out through efforts to intensify and extend regional taxes," Joko added.

Regional tax policies are also implemented through the use of digital technology, harmonization of tax policies between the central and regional governments, provision of regional fiscal incentives, and strengthening of organizations and Human Resources.

Joko continued that optimizing regional retribution revenues efforts are carried out by recording new retribution objects, integrating systems for BLUD Retribution, creating regulations for SKPD collectors, and developing an Online Retribution System.

Joko also expressed his appreciation to the leaders and members of the council who had discussed and reached an agreement to sign the MoU on General Budget Policy and Temporary Budget Priorities and Ceilings (KUA-PPAS) for the 2025 Fiscal Year.

The signing of the MoU between the Jakarta City Council and Jakarta Provincial Government was carried out in a Plenary Meeting at the Jakarta City Council building on Friday (1/11) afternoon. The memorandum of understanding (MoU) was signed by the Acting Governor of Jakarta Teguh Setyabudi with the Chairman of the Jakarta City Council Khoirudin along with three other representatives, namely Ima Mahdiah, Rany Mauliani, and Basri Baco.

Meanwhile, Jakarta City Council Vice Chairwoman, Ima Mahdiah, said Jakarta City Council will hold a meeting to discuss and deepen the 2025 City Budget Draft Regulation that will be followed by a Budget Agency (Banggar) Meeting after today's Plenary Meeting.

"RAPBD will be on November 18, then Banggar, and followed by an agreement in the end of November. We must finish it by the end of November according to the Ministry of Home Affairs. Then the ministry will take evaluation in December," she stated.
