Jakarta DPRD Commission D Legislator, Pantas Nainggolan wants the Human Settlements, Spatial Planning and Land Agency (CKTRP) to proactively communicate with the National Land Agency (BPN) to complete the Complete Systematic Land Registration (PTSL) program.
BPN is a vertical agency,
According to him, many people expressed their aspirations that the processing of land ownership certificates through the PTSL program could be accelerated.
"We can only encourage the Executive to also be proactive considering that BPN is a vertical agency," he expressed, during the discussion and deepening of the Draft City Budget (RAPBD) 2025, at City Council Building, Friday (11/22).
Commission D Explores RAPBD 2025 Together with Working PartnersThrough proactive measures with BPN, he hoped, residents could immediately get certainty of land ownership rights.
"I also propose that there be integration of BPN data with land data collection conducted by the CKTRP Agency, as it has the competence to conduct land data collection in Jakarta," he explained.
According to him, there needed to be a guarantee of legal certainty for officials who implement the PTSL program, thus no more officials are afraid of becoming victims of criminalization in implementing their policies or duties.
"But, there needs to be some kind of guarantee, say when the BPN uses the mapping owned by the CKTRP Agency, there should be no risk of criminalization. There needs to be some kind of legal certainty," he asserted.
Therefore, he wanted a memorandum of understanding (MoU) between the Prosecutor's Office, the Police, and the Jakarta Provincial Government to guarantee legal certainty for officials implementing the policy acceleration.
"There is a kind of guarantee, to provide accelerated services and legal certainty for residents' lands," he explained.
Jakarta CKTRP Agency Head, Heru Hermanwanto admitted his party would try to help and proactively communicate with the authorities to resolve the PTSL issue.
"This is related to the issue of documents in the community that have been withdrawn or collected. So, it can secure those documents," he closed.
