Commission A: Jakarta Must Have Disaster Management Bylaw

Jakarta DPRD Commission A Vice Chairwoman, Alia Noorayu Laksono says the Draft Bylaw on Disaster Management must be a priority to be completed and immediately ratified as a Bylaw.

This bylaw will regulate policy, governance, and concrete steps

According to her, the draft bylaw was important, as disaster management had to be regulated thoroughly for the safety of Jakartans.

"This bylaw will regulate policy, governance, and concrete steps in dealing with various potential disasters in Jakarta," she expressed, Wednesday (12/4).

She cited, it would later also regulate mitigation, disaster prevention, and mapping of areas prone to disasters, such as floods and fires. It was also planned to regulate spatial planning, education programs, and training for the public. Thus, they could improve their preparedness for disasters.

"There are also related emergency responses, such as coordination mechanisms between agencies including BPBD, Satpol PP, related agencies, and army/police," she explained.

She also highlighted the issue of providing facilities, logistics, proper evacuation sites, and a technology-based early warning system which will also be discussed in the Draft Bylaw.

Additionally, it would also regulate psychological, social, and economic support for disaster survivors, including the rehabilitation and reconstruction process for post-disaster recovery.

"Also important is the role of the community, social organizations, and NGOs, to prevent and manage disasters through emergency response training," she explained.

Aside that, this disaster management funding would also use corporate social responsibility (CSR) programs and international institutional cooperation.

She added that the draft bylaw itself was also important to reduce disaster risks, increase preparedness, accelerate recovery, and create Jakarta a resilient city and a global city.

"Jakarta is an area that is vulnerable to various types of disasters, especially floods and fires," she uttered.
