Home Affairs Minister, Tjahjo Kumulo acknowledged that he was very concerned about the absorption of 2015 City Budget (APBD) that does not achieve target by 20 percent until this June.

Please, it must be pushed, because it would have negative impact on Jakartans," said Kumolo, when he conveyed a speech on the Legislative Council (DPRD)'s Plenary Session (Paripurna) in a series of Jakarta 488th anniversary, Monday (6/22) afternoon.
He admitted that he was shocked seeing the low of city budget absorption number. Hence, this politician of Indonesia Democratic Party of Struggle (PDIP) instructed Jakarta Provincial Government to push the absorption up to 70 percent.

According to him, the pushing of the budget should be conducted as if it does not, it would influence economy that is supposed to run. "Last year, the absorption was only 40 percent. This year, we wanted it should reach 70 percent," he uttered.
He explained the absorption should be pushed to achieve target thus the city development could be optimal. "Jakarta government also has to form a priority of development program in Jakarta. As based on our record, about 19 percent of school students in Jakarta have not gotten worth education," he explained.
Besides education, he continued, Jakarta government was also instructed to guarantee the hospital service for lower-class citizens. "For health matter, don't let anybody refused by hospital. It needs a strict sanction from the governor," he asserted.
He added that the Home Affairs Ministry will issue regulation regarding tax collection of Building Permit (IMB). However, the government plans to provide deduction up to 95 percent for flats and residential of lower-economic citizens.
"The IMB tax payment of flat and cheap house is only Rp 10,
000, including the taxable value of the quantification in property (NJOP) and land and building tax (PBB) should be adjusted as citizen necessity. If they already retire, it will be more hard to pay and they will be marginalized, that's need to be payed attention," he disclosed.
