City Council Fractions Deliver General Views on 2024 APBD Accountability

Jakarta City Council held a plenary meeting to convey the general views of the factions regarding the Draft Regional Regulation (Raperda) concerning Accountability for the Implementation of the 2024 Budget Year APBD (P2APBD) at the Jakarta City Council Building, Monday (6/16).

The meeting was led by Jakarta City Council Vice Chairman, Wibi Andrino. Wibi explained that previously the Jakarta Governor, Pramono Anung, had delivered an explanatory speech regarding the Draft Regional Regulation.

The PKS Faction emphasized the need to optimize regional income which is considered conventional and not yet innovative. This faction also considered that there has been no utilization of the potential of heavy equipment and water vehicle taxes, and encouraged comprehensive improvements in tax management, spending planning, and project supervision.
The PDI Perjuangan faction appreciates the achievements of the Jakarta Provincial Government's priority programs, but the realization of hotel, parking, and asset management taxes is still not optimal. They encourage the provision of tax incentives for low-income communities (MBR), increasing education participation rates, and accelerating the handling of flooding, congestion, and waste management.
The Gerindra faction appreciated the success in achieving the Unqualified Opinion (WTP) and the achievement of regional income. However, they considered that the realization of capital expenditure was not optimal, as was the effectiveness of handling floods and congestion. This faction also emphasized the importance of improving education and health services, improving asset governance, and developing waste management based on a circular economy.
The NasDem faction said that there are still a number of recommendations from the Audit Board of Indonesia (BPK) that have not been followed up. They also emphasized the importance of accurate planning and surveys in the implementation of social assistance programs.
The Golkar faction appreciated the achievement of the WTP opinion as a form of success in good financial governance. However, they reminded that the allocated budget must really have a real impact on the community. This faction also encourages increased productive spending, acceleration of program implementation so that it does not pile up at the end of the year, and strengthening digitalization of services to support efficiency and transparency.
Meanwhile, the PKB Faction assessed the fiscal performance of the Jakarta Provincial Government was quite stable. They emphasized the importance of social inclusion in development, including strengthening the role of religious institutions and local economies.
The PAN faction appreciated the achievement of Regional Original Income (PAD) which has exceeded the target and the efficiency in managing operational spending. They also praised the implementation of priority programs such as handling floods, traffic jams, and reducing stunting. The achievement of the WTP opinion from the BPK is said to be an indicator that regional financial management has been running well. This faction encourages that this performance continues to be improved in a transparent and accountable manner.
The Democrat-Perindo Party faction emphasized the importance of optimizing the job fair program with outcome-based evaluation and strengthening the supporting application system. They also proposed a synergy program in the form of guaranteed internships, certified training, and incentives for companies absorbing workers. In addition, this faction reminded that although the economy grew by 4.90%, high dependence on the service sector makes Jakarta vulnerable to global economic shocks.
Finally, the PSI Faction requested that the Governor's Decree (Kepgub) Number 730/2024 to be replaced fully as soon as possible. This is to comply with the mandate of PP Number 54/2017, which states that the establishment of a BUMD in the form of Perumda is prioritized to organize quality public benefits, especially in the provision of efficient drinking water services to meet the basic needs of the community.
