Jakarta Vice Governor, Djarot Saiful Hidayat conveyed to form the Bylaw all over Indonesia that should refer to Pancasila and the 1945 Constitution (UUD 1945). Thus the bylaw is in accordance with the state of local residents.

"In my opinion, Pancasila and the 1945 Constitution should be a reference in formulating laws and regulations under it," he disclosed, when he served as a guest speaker at the activity of Book Review on Understanding Design of Regional Regulation Handbook, Jalan HR Rasuna Said, South Jakarta, Wednesday (1/27).

He hoped the entire headman in the provinces and the archipelago should make both of these elements as a major factor in establishing the rule of law in its region above personal or group interests.

Besides Pancasila and the 1945 Constitution, Djarot added, the bylaw can be beneficial for the citizens, should maximize coordination and communication among institutions.

"This design of this bylaw is like empty from the aspect of coordination and communication among institutions, thus it is often overlapping," he uttered.
