Pramono Signs WFH Circular, Sets Sanctions and Ensures ASN Productivity

The Jakarta government has issued a Governor’s Circular Letter that serves as the legal framework for the implementation of the Work From Home (WFH) policy for Jakarta’s civil servants (ASN).

The document, Circular Letter No. 3/SE/2026 on the Transformation of Work Culture through Adjustments to the Implementation of Official Duties for Civil Servants, was signed by Governor Pramono on April 6, 2026.

"Regarding Work From Home or, more accurately, Work From Everywhere, the Jakarta government has signed (the policy); as Governor, I have signed the Gubernatorial Regulation," stated Jakarta Governor Pramono Anung, at City Hall, Tuesday (4/7).

He explained that the policy will not be applied uniformly across all institutions; rather, it will be tailored to the operational requirements of each Regional Government Agency (OPD).

"Therefore, for each OPD, the proportion of employees working from home will range between 25 and 50 percent," he added.

Despite implementing the WFH policy, the Jakarta government ensures that it will not negatively impact employee performance. The administration will conduct oversight through a monitoring system that is currently under development.

Consequently, the work productivity of civil servants within the Jakarta government is expected to be maintained.

"We will oversee and monitor them through a system currently being developed for Jakarta to ensure that their productivity is truly well-maintained," Pramono explained.

The Governor also stated that the Jakarta government will conduct a comprehensive evaluation once the policy is fully operational.

"Since this has not yet been implemented—and will only effectively begin this week—we will certainly conduct an evaluation afterward," he said.

Based on Governor’s Circular Letter No. 3/SE/2026, the implementation of WFH official duties is set at a proportion of a minimum of 25 percent and a maximum of 50 percent of the civil servant workforce, taking into account the task characteristics and the nature of work within each respective unit.

Civil servants eligible for WFH must meet several criteria, such as not currently undergoing or facing disciplinary proceedings and having a minimum of two years of service. Further, they are mandated to comply with a code of conduct throughout the duration of their remote work.

The Jakarta government has also established sanctions for civil servants who fail to adhere to these behavioral guidelines, ranging from the revocation of WFH privileges to disciplinary action in accordance with the provisions of prevailing laws and regulations.

"Moving forward, civil servants working from home will be required to report their attendance online twice daily via the mobile attendance application on the portal https://absensimobile.jakarta.go.id.

WFH is exempted for work units providing emergency and preparedness services; public peace, order, and community protection services; and regional revenue services, such as regional tax collection units, Samsat (One-Stop Integrated Vehicle Registration System), and others.

Further, WFH does not apply to work units involved in sanitation and waste management services, licensing services, civil registration services, healthcare services, and educational services.
