After it had delayed, Jakarta Smart Card (KJP) funds already can be disbursed next week. But the available budget is only Rp 723.32 billion from total needs for 2014 which reached Rp 1.4 trillion.
We need to propose additional Rp 700 billion in regional budget amendment
Jakarta Education Department Head, Lasro Marbun, said that total students who receive KJP this year are for 611 thousand students. If it multiplied with each student’s unit cost, then the allocated budget is still not enough. It needs to be proposed in Regional Budget amendment to cover it.
“We need to propose additional Rp 700 billion in regional budget amendment ,” said Lasro, at Jakarta City Hall, Monday (6/2).City Discovers 27 Thousand Violations of Jakarta Smart Card
To make sure KJP recipients are the students that really need it he will immediately conduct data verification. Thus later, can be known how much the amount of additional budgets needed. School level verification is planned to conduct in these two last days. After that, on June 4th the data will be given to Education Sub-dept. Then, on June 5th to 7th data will be processed in Educational Department and immediately given to Jakarta Provincial Government.
Marbun verified, KJP funds distribution is indeed has many missed targets. “Many miss targeted KJP recipients are because there is limitation in urban village office. For example, there are City’s employees who receive KJP, then City’s teacher, and their children also receive it. I think it is a mistake,” he said.
Marbun added, because of it, KJP funds proposal mechanism for students will be changed. The proposal conducted through student’s parents, school headmaster, school committees, and the society as supervisor. After that, then relieve letter (SKTM) will be proposed from Urban Village office. But, Education Department must receive governor policy to implement it. “Until this time it is still semi. Because it mechanism changes will be implemented in 2015. We need governor’s decree to conduct it,” he added.
