City Locks Double Budgets in Technical Departments

The existence of multiple budgets found in the 2014 City Budget (APBD) continued to be examined by Jakarta Provincial Government. Until now, budgets worth trillions of rupiahs are locked so they cannot be used.

Jakarta BPKD noted that until June 5, 2014, the locked budgets come from Transportation Department for as much as Rp 3.2 trillion, Public Works Department Rp 1 trillion, Education Department Rp 1.6 trillion, and some other departments.

“The number can be more than that. Just see the progress,” said Asiansyah.

The locked budget of Transportation Department is derived from the canceled TransJakarta procurement this year. For Education Department, the budget locked related to the procurement of school furniture, school buildings renovation, and new school buildings construction. Meanwhile, lock budget in Public Works Department related to land acquisition for the continuation of non-toll flyovers (JLNT) construction and other physical works.

Other departments which budgets locked are Health Department, Housing and Government’s Building Department, Building Control Department, Spatial Department, Parks and Cemeteries Department, Tax Services Department, BPKD, Archives and Libraries Board, as well as sub-departments in each municipality.

“Most of the double budgets found related to land acquisition. For example, it has been budgeted in the department but then budgeted again in sub-department. So, we lock it,” uttered Asiansyah.
