Civil Servants will Be Mutated Due to Illegal Levies Case

A number civil servants serving under Jakarta Cooperatives, Micro, Small and Medium Scale Enterprises and Trade (KUMKMP) are finally given mutation sanction after being caught conducting illegal levies by Ombudsman. Those will be transferred to the Education and Training Agency (Diklat) or other Regional Working Units (SKPD) which do not deal directly with the public.

Head of Jakarta KUMKMP Department, Joko Kundaryo disclosed that before mutating those unruly civil servants, his department will conduct data collection first. "Indeed we want to mutate them but have to wait for a new reorganization. But, with this findings, we will do data collection again," he stated, Thursday (9/18).

Kundaryo asserted they will be mutated to the Regional Working Units (SKPD) which do not deal directly with the public, like Education and Training Agency. "If they are proven guilty, they should be transferred to the Education and Training Agency. Thus, they cannot deal directly with the public," he stressed.

Receiving Illegal Levies Case, Basuki Disappointed

Based on Ombudsman's finding, the most highlighted illegal levies is filing a certificate of residence permit. Whereas, since May 2014 in the filing of trade licenses (SIUP), the applicant is no longer need to attach residence permit. Additionally, KUMKMP Department has also done socialization to the One-Stop Integrated Services (PTSP), sub-departments in each area, entrepreneurs and small and medium enterprises (UKM) regarding such policy.

"The most highlighted thing is residence permit article, whereas we had made a circular letter to the PTSP and sub-departments on May 2014, that saying applicant does not need to attach residence permit to process the SIUP. This policy lies in Trade Ministry's Decree. We just want to make all simple without adding other requirements and cost," he explained.

He also agreed with Jakarta Vice Governor's policy, Basuki 'Ahok' T Purnama, who will cast strict punishment to unruly officials. Even, the final sanction is becoming echelon staff with the same case. "By doing so, we can see whether our officials are working well or not," he explained.

Kundaryo acknowledged the unruly civil servants are officers who serve the license of foreign trade, instead of serving SIUP. "They are not my subordinate but from another staff," he expressed.

As reported earlier, the Ombudsman found illegal levies practice worth Rp 1.2 billion per year committed by civil servants of Jakarta KUMKMP Department as well as Tourism and Culture Department. The investigation was centered in five sub-districts. The requested levy is varied, ranging from Rp 500 thousand - Rp 2 million.
