There are 6,434 positions and applicants must participate in several stages of selection such as soft competency, paper writing, group discussion, psychological test, and interview.

"Those stages are important to see which civil servants are fit to fill the position. This policy may cause an uproar among officials, but this also a chance for a good civil servant to promote quickly," Made added.

However, he believed this policy would not degrade the performance of officials. They actually will compete to improve the performance in order to get a good assessment.

"We are now changing from closed system to an open career. A new era in transparency. The method is still obeying the regulation. An official will not promote too higher from his previous position," Made explained.
