Silpa Predicted to Reach Rp 30 T

The low budget absorption towards the end of the budget 2014 is hoped to result in the budget surplus (Silpa) amounting to Rp 30 trillion. Until this December, the absorbed budget reached 36.07 percent of the total City Budget (APBD) by Rp 72.6 trillion.
Such low absorption is very unfortunate by the Jakarta Legislative Council (DPRD) elements. Chairman of Jakarta DPRD Commission D, M Sanusi said it is due to many troubled work programs, like Transjakarta bus purchase.
City Budget Needs to Be Investigated"This year, the Silpa will reach Rp 30 trillion, because many programs that had to be stopped," he stated, at City Council building, Thursday (12/11).
With the high Silpa this year, the budget in 2015 was predicted to increase sharply. The reason is, the existing Silpa would be added in the next APBD. "If the 2015 APBD is reaching Rp 60 trillion, its amount will hit Rp 60 trillion coupled with Rp 90 trillion. It exceeds a lot from the budget this year," he expressed.
Gerindra Party Politician disclosed Jakarta Provincial Government should be able to use the budget maximally. This is because it is a responsibility that should be done, especially for Jakarta residents.
He assessed, the application of the new system simultaneously like as e-budgeting and Goods and Services Procurement Agency (ULP), making the regional working unit (SKPD) is not ready. He suggested the system should be done gradually. "If everything is done simultaneously, the absorption will be low," he exclaimed.
In addition, he continued, there are also troubled projects, such as Transjakarta bus purchase. Whereas its purchase can still be done with improvements in various aspects. Thus people can enjoy the convenient mass transportation.
In future, he hopes the program proposed by SKPD already planned well and can be realized, particularly for programs regarding congestion and flood handling in the capital. "The point is programs regarding infrastructure development where its completion time can be scheduled," he uttered.
As known, the amount of 2013 APBD's Silpa only reached Rp 9 trillion. The absorption can reach more than 80 percent of the total budget of Rp 50.11 trillion.
