Jakarta Receives ADM Machines from Ministry of Home Affairs

The Jakarta Government received an award in form of an Independent Dukcapil Pavilion (ADM) machine from the Ministry of Home Affairs (Kemendagri) for the best service provided by Jakarta Population and Civil Registration (Dukcapil) Agency in population administration service. In the Ministry of Home Affairs National Coordination Meeting 2022, the West Jakarta Dukcapil Sub-agency won the best ranking in Indonesia at the city level.

ADM handover was carried out by the Ministry of Home Affairs Directorate General of Population and Civil Registration Prof. Dr. Zudan Arif Fakrulloh, S.H., M.H. to Jakarta Governor Anies Baswedan at Jakarta City Hall.

The Governor appreciated the entire ranks of Jakarta Dukcapil Agency for winning an award due to their innovation in providing 12 types of population services within 15 minutes.

"This can be one of the factors that make the community have higher satisfaction in receiving services from the government. This also shows that efficiency and effectiveness can be implemented at the front line," he said as quoted from Jakarta PPID Press Release, Tuesday (4/19).

He also explained that his side had made efforts to realize a 15-minute service since March 2022 and would continue to strive for it on an ongoing basis.

"In this case, we appreciate the Dukcapil Directorate General of the Ministry of Home Affairs for guiding all of us. Thus we can implement the service in the field properly and efficiently. We hope Jakartans can be grateful to live in Jakarta since the services are getting better," he mentioned.

Home Affairs Ministry Population and Civil Registry Director General Zudan Arif Fakrulloh stated that the Jakarta Government's innovation to complete services within 15 minutes was considered efficient.

"This is a very good point in Dukcapil services where 12 documents can be completed in 15 minutes each. An extraordinary achievement, because the population in Jakarta reaches 11.2 million people. From birth to death, they all need adminduk services," he asserted.

Besides, he also considered Jakarta's commitment to be extraordinary, thus Ministry of Home Affairs appreciated the performance of the Governor and his subordinates. If the commitment was carried out collaboratively, he ensured that the Ministry of Home Affairs would support the program.

"I hope other provinces can learn from Jakarta Dukcapil towards the 15-minute service. Because the Ministry of Home Affairs is committed to providing a 1-hour service in Permendagri No. 19/2018 or known as Semedi (must be done in a day) program. Now, in Jakarta, it can be done in 15 minutes. Therefore, it is an extraordinary achievement," he conveyed.

Later, the ADM machine from the Ministry of Home Affairs would operate at Public Service Mall in Cililitan Wholesale Center (PGC), East Jakarta.

Service Optimization

Jakarta Dukcapil Agency Head Budi Awaludin mentioned that his side had issued Jakarta Dukcapil Head's Decree No. 71/2022 on Guidelines for Completion of Population Administration and Civil Registration Services of Jakarta Province in March 2022 in optimizing population administration services.

"In providing services to the public, we always do our best and comply with every applicable rule. Therefore, we make breakthroughs and innovations. One of them is by providing residents a document delivery service via GoSend in taking care of adminduk services," he added.

To improve and support adminduk services, his side also launched Corruption Free Area (WBK), Clean Serving Bureaucratic Area (WBMM), and gave awards to officers in Dukcapil who had successfully supported the optimization of population administration services to residents.

This award was given to:

1. Kampung Sadar Adminduk (Population Administration Awareness Village) or KAMSA in 6 scopes

2. Community Satisfaction Index (IKM) with a Score of 100%

3. Best Individual Other Service Providers (PJLP) in 2021

4. Areas with a population administration coverage of 100% (at City, Sub-district, and Urban Village levels)

"We will continue to make improvements in accelerating services, from 15 minutes, 30 minutes, to 60 minutes. The service can be completed quickly if applicants have completed the requirements and have good internet speed. We also have provided various platforms to make it easier for people who want to access population administration service in Jakarta," he explained.

The Government had provided an online population administration service platform through Alpukat Betawi which integrated with the JAKI application. Offline service could be accessed in urban villages, sub-districts, Dukcapil Sub-agency offices, and public service malls in Jakarta. Jakartans could also contact DJAWARA via WhatsApp at 081285277751.
