She explained that type III self-management is one way of procuring government goods/services which began to be enforced in Presidential Regulation number 16/2018 on Government Procurement of Goods/Services which was later updated in number 12/2021 on Amendments to number 16/2018 on Government Procurement of Goods/Services.
Based on the regulation, the procurement method through type 3 self-management allows the government to access the expertise and competencies of community organizations in meeting the needs of government goods/services with funding from the State Budget (APBN) and City Budget (APBD).
In the previous regulation, no mechanism would allow the involvement of non-governmental research institutions and non-profit community organizations.
"Hope they (YLKI) can run this collaboration on time and be guided by the Regulation of National Public Procurement Agency (LKPP) number 3/2021 on Self-Management Guidelines. The PPKUKM Agency's Monitoring Team for Type III Self-Management can also assist, monitor, and assist the self-management party, namely YLKI in carrying out the Smart Consumer Movement Development following applicable procedures," she explained.
She added that the development of the "Smart Consumer Movement" is an activity to understand consumers through education by prioritizing the 5 pillars of the consumer movement.
Those pillars serve as the basis for consumers to empathize with the problems of the commodities and services used. The five pillars are:
- First Pillar: concern for the community for the value of money, the value of goods, and the value of people
- Second Pillar: protecting nature and the environment
- Third Pillar: fighting for universally applicable rights such as human rights and basic human needs
- Fourth pillar: fighting for justice and a political system that marginalizes consumers
- Fifth pillar: mobilizing the power of society
