Governor Initiates Affordable Housing in MRT Jakarta TOD Area, Presents a New Paradigm of Urban Life

Jakarta Governor Anies Baswedan initiated the affordable housing program for the middle class, titled Alaspadu and Rumapadu, which was conducted by PT MRT Jakarta through its subsidiary, PT Integration Transit Jakarta, in collaboration with the private sector.

It was marked by the signing of two Cooperation Agreements on the Implementation of Affordable Housing between PT MRT Jakarta's Business Development Director Farchad Mahfud and PT Rukita Bhinneka CEO Sabrina Soewatdy, and PT Cove Living Indonesia President Director Rizky Kusumo. It was witnessed by Jakarta Governor Anies Baswedan and PT MRT Jakarta President Director Mohamad Aprindy.

Alaspadu and Rumapadu accommodate the needs and abilities of the middle working class (income 7-20 million/month) who have not been accommodated in the housing program for the low-income category and also cannot afford to have housing in the city center. It is also part of JAHKABITAT, which is a solution for providing housing in Jakarta.

"To Jakarta residents, I want to say that we prepare housing for low- and middle-income people. This middle one is prepared with collaboration patterns. That's why we hope that business will grow well. Then those who need a place will be facilitated, where we are offering a new paradigm of living in urban areas," he expressed, at Alaspadu location, Jalan Kudus Menteng, Dukuh Atas BNI Train Station, Central Jakarta, as quoted by Jakarta PPID's press release, Friday (8/19).

He also explained that the building management did not lose the property, as the building was not sold or relinquished ownership but was managed jointly with the Jakarta administration.

They had taken a collaborative approach to providing dwelling.

"Thereby, I invite a new generation of Indonesians who are currently starting their careers in Jakarta, who are starting to build their future. Let's build the future with a new lifestyle, with a new mobility pattern, namely relying on public transportation and walking. Thus, it refers to emission-free vehicles such as bikes and in places close to work areas," he explained.

As for the information, Alaspadu is a rental residence with a co-living concept, while Rumapadu is an ownership residence (apartment class). Both were presented in transit-oriented areas with very close distances to MRT stations and other public transportation modes, and at affordable prices.

The affordable housing in the Transit Oriented Development (TOD) area was provided aims to push the use of public transportation by reducing the use of motorcycles and creating affordable distances for people to travel from their places of residence to their destinations. So, it could encourage sustainable city growth and help the availability of housing for people who have difficulty getting access to quality housing.

Further, the collaboration results made 359 units of Alaspadu with details of 106 units ready for occupancy and 253 units in the preparation/exploratory stage of cooperation.

Alaspadu residences are spread around three MRT Jakarta stations, namely Rukita Kudus Menteng (54 units) which is about 550 meters from Dukuh Atas BNI Station, Rukita Jack House Melawai (25 units) which is 290 meters from Blok M BCA Station, COVE Sky Cipete (27 units) which is 700 meters from Cipete Raya Station.

Then 320 units of Rumapadu, which are under construction and located at One Bell Park Apartment, Fatmawati, with 1.6 kilometers distance from Fatmawati Station.

PT MRT Jakarta President Director Mohamad Aprindy uttered that as the main operator managing transit-oriented areas along the MRT phase I line, PT MRT Jakarta is obliged to provide safe and comfortable access for the community.

“One of the principles of developing transit-oriented areas is a mixed function which includes housing within a walking radius. Cooperation with property businesses such as COVE Living Indonesia and Rukita Bhinneka is a collaborative effort to make this happen. In the future, we will continue to explore the potential for other collaborations to create transit-oriented areas at every station," he explained. 

PT ITJ President Director Aidin Barlean delivered several strategies for providing affordable housing.

"Thus far, we have implemented three strategies such as working with active property unit companies such as COVE and Rukita, acquiring and converting units that have not been optimally utilized, and building new ones on vacant lands (greenfields)," he concluded.

As for the information, the provision of affordable housing in the TOD area is also to realize the target of People Near Transit (some people living within a radius of 800 meters from the transit point) reaching 70 percent in 2030, and the provision of 20 percent of affordable housing in each transit-oriented area following Gubernatorial Regulation number 67/2019 on Transit Oriented Areas.

Then affordable housing in Alaspadu and Rumapadu can be seen in the JAKHABITAT Residential Gallery, as well as on the MRT Jakarta website and social media accounts.

While for registration through the Rukita Website/Application or Cove https://www.rukita.co/collections/alaspadu-rukita-mrt; Find and Select the Residential of interest; Fill in the Order/Registration Form; Verification of the Order/Registration Form; if it has been verified, Prospective Occupants can immediately occupy the Occupancy.

In the future, the registration system will be integrated with special TOD apps & websites, while for residential ownership, Rumapadu can register at the marketing gallery located at One Bell Park Mall Fatmawati.
