Dynamic Performance Allowance Threatened to Be Cancelled

The dynamic performance allowance (TKD) that will be addressed to Jakarta civil servants this year is threatened not to be realized. It happens if the city administration will use the 2014 City Budget (APBD) through gubernatorial regulation.

"If the Home Ministry instructs us to use the 2014 amendment-budget, the dynamic allowance won't be realized, including transportation allowance," said Head of Jakarta Asset and Financial Management Body (BPKAD), Budi Hartono, at City Hall, Tuesday (3/10).

According to Hartono, it is not a sanction for the polemic of 2015 budget, but a step to streamline the 2014 amendment-budget where its nominal is the same with 2015 budget. "Yes, the issuance of dynamic allowance was cancelled due to higher nominal," he explained.

Civil Servant's TKD Disbursement Postponed

Eventhough, he continued, the city administration keeps making a best effort for finishing 2015 budget's problem with the time that has been set by the ministry thus the budget could be made the bylaw. "We have tried our best for the civil servant as well. I want the 2015 budget to be drafted as the bylaw," he continued.

City Secretary, Saefullah admitted he does not know, whether the 2015 amendment-budget is used or not through gubernatorial regulation. Until now, his party still hopes there would an agreement in the 2015 draft budget between the city administration and legislative.

"I do not want to speculate as we are still waiting for a written evaluation from the ministry," he expressed.

Former Central Jakarta Mayor added if the written evaluation is issued, the city administration will send a letter to the Legislative Council (DPRD) and then continued with a discussion along with the Budgetary Board (Banggar). "There was a deadline for seven days, we will see later," he exclaimed.
