Heru Pushes for Acceleration of Handover of Social Obligations and Social Facilities

The Jakarta administration is encouraging the acceleration of development of social facilities (fasos) and public facilities (fasum) in collaboration with the private sector as developers.

Today, Jakarta Acting Governor, Heru Budi Hartono witnessed the signing of the Minutes of Handover (BAST) of the Fulfillment of the Obligation to Hand Over Social Facilities/Fasum by the developer to the Jakarta administration.
The signing was carried out to accelerate the delivery of social/fasum obligations from developers who have a Land Use Designation Permit (SIPPT), Land Use Allocation Permit (IPPT) or Space Utilization Principle Permit (IPPR). In April-September 2023, there were 44 social/fasum obligations submitted by developers to the Jakarta administration.

Hence, he pushed the acceleration of the delivery of social/fasum obligations by appealing to developers who already have SIPPT/IPPT/IPPR to immediately submit their social/fasum obligations without delaying too long.
"The contents of SIPTT/IPPT/IPPR are now rigid and detailed. So for developers, immediately submit your social/fasum obligations. I also want the Bappeda and Development Assistant to only collect realistic obligations, thus developers can submit them quickly, thus they don't become continuously owed. BPAD carries out handovers twice a week as much as possible, for example on Tuesdays and Thursdays," he expressed in the Jakarta administration's press release.
He also expressed his appreciation to the developers who met their obligations to submit their social/fassum facilities. By so, these assets could be used by the Jakarta administration for the benefit of the people of Jakarta.
"Thank you, the obligations of the developers have been handed over to the Jakarta administration, ultimately for the community to use and enjoy them. After this, it is the obligation of the Jakarta administration to maintain and utilize the social/fasum infrastructure. So, please also guard it to take care of Jakarta's assets," he explained.
Development and Environment Assistant, Afan Adriansyah Idris noted that from January to March 2023, the Jakarta administration had succeeded in collecting social and public welfare obligations worth Rp 1.7 trillion.
As for April-September 2023, the Jakarta administration succeeded in collecting 44 social and public welfare obligations worth Rp 4.8 trillion, consisting of handover of 424,000-square-meter land worth Rp 4.5 trillion and construction up to 414,181-square-meter worth Rp 162 billion. This amount represents the delivery of obligations from each region in West Jakarta, Central Jakarta, North Jakarta, South Jakarta, East Jakarta, and Seribu Islands.
"The BAST signing was immediately followed by the submission of asset documents from the Mayors to BPAD and continued with the submission of the BAST to each user regional apparatus organization (OPD)," he explained.
Then the signing was executed by BPAD to the SKPD. By so, these assets could be directly utilized by SKPD according to their intended use.
Thus, the social/fasum assets handed over by the developer could be immediately recorded in the OPD data to be used according to their intended use and kept safe.
"Hopefully, there will be an acceleration in the delivery of social/fasum facilities and an increase in the quality of administration and accountability in the use of social/fasum facilities," he asserted.
