Jakarta Governor, Basuki 'Ahok' T Purnama said the policy is in accordance with regulation set by the Administrative and Bureaucratic Reform Ministry. It aims to give a chance for the civil servants to conduct worship.

Usually, the civil servant's working hours shorten around 1.5 hours than usual days. From the rules, they start working at 7.30 AM and finish at 4 PM, but it will be shorten during Ramadan, for Monday-Thursday, the working would start at 8 AM and finish at 3 PM with timebreak at 12-12.30 PM. While for Friday, it starts at 8 AM-3.30 PM and timebreak at 11.30 AM-12.30 PM.
Head of Jakarta Employment Agency (BKD), Agus Suradika uttered such policy will not be different as applied in previous years.
"Civil servant's working hours is only 32.5 hours every week during Ramadan. It is much less than usual days that is 40 hours every week," he told
He added strict sanction for civil servants who come late will still be applied. As during Ramadan, hours for work is already daylight. Thus no tolerance for coming late. For those who come late, will be sanctioned by cutting the Dynamic Regional Performance Allowance (TKD) by 2.5 percent. It is in accordance with the Government Regulation No. 53/2010 on Discipline of Civil Servants.
"Certainly, on first day of ramadan, there must be some civil servants who come late, but not significantly. Although, the time has been delayed 30 minutes. We will give strict sanction," he asserted.
