Head of Law Service Division for Jakarta Government Law Bureau, Solafide Sihite stated the land asset is still owned by PT KAI. While Jakarta government only owns the building on such lands.

New Flats Around Kampung Bandan & Manggarai StationsSihite disclosed formerly, the asset matter had been controversy. But, both agreed will solve city matter together.
"It's mutual commitment. The agreement aims to solve problem together," he disclosed.
Such cooperation was initiated by former of Jakarta Governor, Joko 'Jokowi' Widodo on October 1, 2014. At least, the flats would be built in Kampung Bandan, Tanah Abang, and Manggarai.
In the agreement listed, if there is land dispute, PT KAI will solve it first. Thus there would be no dispute when the government built the flats.
