Ahok said the city's budget priorities and preliminary thresholds (KUA PPAS) for 2014 signed by him and Ferrial Sofyan, Legislatives Head at the time.

"I don't know why UPS can be included in the budget. Legislatives also didn't want admit it because we still not use e-budgeting at the time," he added.
To prove it, Ahok use e-budgeting system in 2015 City Budget and known that the UPS procurement are proposed from Legislatives. "There is no UPS proposal in 2015 KUA PPAS in e-budgeting, but the proposal appeared in budget of Legislatives' version. If they claim their version is original, it means they break the agreement which contained in MoU between executive and legislative," he said.
