"The ban should not an instruction only. We must determine what the sanction, the ban, and how to enforce it," he explained.
Based on observation, there are many civil servants still using their private vehicles and parked in other buildings. The regulation stated that they must use public transport in the first Friday each month.
"The supervision needs an extra effort," he disclosed.
