City to Consult with LKPP and KPPU About ERP

Jakarta Provincial Government will consult the Government Procurement Regulatory Body (LKPP) and the Business Competition Supervisory Commission (KPPU) prior to implementation of Electronic Road Pricing (ERP) at the end of 2015.

According to Muhammad Akbar, Head of Jakarta Transportation Department, his department will consult to two institutions for tender process. This is because, ERP implementation in Jakarta is a new thing. Moreover, there are currently two vendors testing the ERP at Jalan Sudirman and Jalan Rasuna Said.

"We're preparing documents for consultation with the LKPP and KPPU to create a healthy competition. Both institutions are competent," he stated, Saturday (11/8).

He said, consultation is chosen to find out, whether the two vendors that have been tested will be given priority in the bidding process than others. Because the ERP implementation does not use the City Budget (APBD), but private investment. "We want to know whether the tender is opened to the public or how. It could be both vendors can be prioritized," he expressed.

Thus far, he furthered, ERP trial runs quite well. Both gates that were installed can detect the on-board unit (OBU) installed in every vehicle and vehicles without OBU. "All have been in line with expectations. Our expectation is the system could detect the vehicles with and without the OBU, as well as payment simulation. All can be met," he explained.

ERP system is targeted able to be implemented to the public at the end of 2015. Two locations currently being tested is the road that will be applied with the system, with details, 38 gates on Jalan Sudirman and 14 gates on Jalan Rasuna. Those two vendors are Kapsch from Sweden and Q-Free from Norway.

Nevertheless, he has not set a fee for ERP system. It will also be consulted to both agencies. "The fee is still being discussed, but for OBU price reaches Rp 200 thousand," he said.
