Jakarta Gets an A Predicate with 80.10 Score in SAKIP 2021

The Jakarta Government received an A predicate in the Performance Accountability System for Government Institution (SAKIP) 2021 with a score of 80.10. SAKIP is an integration consisting of planning, budgeting, and performance reporting that is in line with the financial accountability system.

In implementing SAKIP, the Government received a score of 51.36 with CC (fairly good) predicate in 2010; 57.24 in 2011; 57.97 in 2012; 58.19 in 2013; 59.73 in 2014; 58.87 in 2015; and 60.13 in 2016 with B predicate.
At the end of 2017, according to RPJMD 2017-2022 target, Jakarta Governor Anies Baswedan promised to increase the Government's score in SAKIP. Therefore, he prompted the Government to continuously make improvements in terms of planning, budgeting, and reporting.

Besides SAKIP, the Jakarta Bureaucratic Reform Index also increased from a score of 63.75 in 2017; 70.92 in 2018; 74.57 in 2019; 76.54 in 2020; and 78.88 in 2021 with BB (very good) predicate.
"This is the first time in its history that Jakarta has received an A predicate since SAKIP was given in 2010. The Government's scores and predicates are also improving from 51.36 to above 80 and it gets an A predicate," Governor said after receiving results of the Performance Accountability Evaluation and Implementation of Bureaucratic Reform for Provincial/Regency/Administrative City Government 2021 at The Tribrata Darmawangsa Jakarta, as quoted from Jakarta PPID's Press Release, Tuesday (4/5).
There are several improvements made by the Government, namely:
1. Improving the explanation and translation of Performance Indicators from Regional Head level to Supervisor and Sub-Coordinator level
2. Implementing performance-based salary (benefits obtained based on performance and target achievement)
3. Utilizing Information Technology for planning, budgeting, and reporting
4. Realizing results-oriented government (outcome)
"There are important points that have been made in stages over the past few years. The first is to translate the targeted program thus it can be understood and implemented by all ranks. The program is translated according to the existing OPD levels thus all organizations can work with the understood and measurable target," he explained.
The understood and measurable target was related to regional performance allowance (TKD) because the provision reflected the achievements or performance on targets. That way, the performance allowance received from residents in form of TKD is following performance in implementing programs for the community.
He also mentioned a breakthrough in form of collaboration which was included in the measurement of work performance. Thus, all components could be involved in the development of Jakarta.
"Second, we include elements of collaboration in the performance measures. Because we don't want the only government to play a role in building the city, but all components. Therefore, Jakarta ranks are required to collaborate," he added.
In the future, the Government will continue to make improvements, especially for the SAKIP assessment. "We will continue to cover all aspects to achieve target AA predicate next year," he closed.
