Heru Focuses on Flood Handling Up to Stunting in City Budget 2024 Regional Regulation Draft

Acting Jakarta Governor, Heru Budi Hartono, delivered his responded for Jakarta City Council factions views for City Budget 2024 Amendment Regional Regulation Draft during Plenary Meeting at City Council Building, Kebon Sirih, Central Jakarta, Thursday (8/8).

Executive also expressed gratitude to all factions of the Jakarta City Council

The arrangement of City Budget 2024 Amendment Regional Regulation Draft is a continuation of the joint agreement between the Executive and Legislative about the Change in General Budget Policy and Changes to the Priorities and Temporary Budget Ceiling (KUA-PPAS) for the 2024 Fiscal Year.

Acting Governor Heru delivered his grateful of the questions, appreciation, support, suggestion, and opinion delivered by Jakarta City Council factions related to this regional regulation draft. Jakarta Provincial Government focuses on several things such as flood handling, traffic, waste, social assistance, and stunting handling in the draft.

City DPRD Appreciates APBD 2023 Revenue Achievement of Exceeding Target

"The Executive commits to handle flood in accordance with formulated policy in 2023-2026 Regional Development Plan. First target is to build and/or revitalize 16 rivers, lakes, reservoirs, and dams in stages this year. Then implementing flood control infrastructure maintenance and develop a flood monitoring system," Heru said, as quoted from Jakarta Provincial Government's press release.

"There are also conducting intensive coordination with central government and synchronizing programs, including synchronizing priority locations for land acquisition for the acceleration of construction work by the PUPR Ministry. Next is increasing the capacity of water storage and river overflow catchment and synergizing with the buffer regional government related to flood control in Jakarta, under the coordination of the Ministry of Home Affairs," he added.

Jakarta Provincial Government implements push and pull strategy. Heru continued that push strategy is a policy that encourages restrictions on the movement of private vehicles to switch to public transportation, such as the implementation of odd-even policies, the implementation of electronic traffic control or the Intermediate Traffic System (ITS), traffic control, and the implementation of parking tariff incentives and disincentives.

"Pull strategy is a policy to facilitate the use of public transportation, including developing transportation networks (MRT, LRT, BRT), improving transportation facilities, providing transportation subsidies, improving transportation safety, and improving transportation integration," he continued.

As for waste handling, Heru explained Jakarta Provincial Government commits to improve the waste processing system to be more environmentally friendly, have minimal social impact, and be more economical.

"Jakarta Provincial Government is open to innovation in waste management technology that can smooth to reach the target. Jakarta can strengthen its position as a global city that supports investment, creativity, and the environment through synergy with various parties by adopting more advanced and sustainable technologies," Heru explained.

Related to stunting handling, Heru said Jakarta Provincial Government keeps handling it through specific and sensitive intervention. Specific interventions are carried out through education and monitoring of growth and development, providing additional nutritional intake through Supplementary Food Provision (PMT) and Special Medical Needs Food (PKMK) to toddlers, groups of pregnant women, prospective brides and young teenager.

Sensitive interventions are implemented through good sanitation programs in the form of Open Defecation-Free Village/Urban Village (BABS) programs, residential environmental improvement programs, and clean water provision programs.

"Related with Regional Revenue, Jakarta Provincial Government will continue to strive to increase regional revenue from the regional tax sector, both through intensification and extensification of regional taxes. Dividend income from BUMD is also related to the assignment to BUMD to carry out public service missions in order to support the implementation of development and community welfare," Heru added.

As for Regional Budget, Jakarta Provincial Government will continue implementing cheap bazaar by locating subsidized food distribution based on area that prone to food insecurity.

Meanwhile, Jakarta Provincial Government has signed Memorandum of Understanding (MoU) of related industry and business by holding work training, entrepreneur training, internship, up to positioning of training graduation to work and industry business.

Jakarta Provincial Government also tries to increase health service access through development and/or advancing health class such as RSUD Cakung development, upgrading the class of Pasar Minggu Regional Hospital to Type A specifically for Cancer, and the planning process for upgrading the class of the Regional Hospital to Type B Regional Hospital.

"This is the Executive's response. The Executive also expressed gratitude to all factions of the Jakarta City Council who have given their appreciation to the programs implemented by the Jakarta Provincial Government," Heru stated.
