Jakarta Governor, Basuki T Purnama acknowledged the biggest challenges to fix a budget is the number of persons who are still playing. He did not hesitate to replace them if they are proven guilty.

If it is not done, budget cheating will continue to happen. "They are a human being, so it must be fought with humans," he stressed.

By doing so, he continued, budget absorption will be getting better every year. Even this year, it has reached 33 percent in the first semester.

"The result is better and more precise. So we could spend something more appropriate and cost savings," he expressed.
