Basuki to Empower Hansip Personnel

Jakarta Vice Governor Basuki T Purnama admitted that he does not have qualm with the revocation of Civil Defense (Hansip) organization authority in maintaining public order. Thus, he will still employ Hansip personnel as security officers (Satpam) or freelancers in urban villages and sub-districts in the capital city.

“We’ll arrange Hansip personnel in urban villages and sub-districts. It’s okay if later they become security officers in housing complexes,” he stated, Thursday (9/18).

In principle, Basuki continued, there is no difference between Hansip and Satpam in housing complexes. This is because in government’s structure, Hansip does not exist. The only thing exists is Community Protection (Linmas). All this time, the people wearing Hansip uniforms are actually Linmas which is part of regional government’s official structure.

For information, Hansip organization authority revocation is stated on President Regulation No. 88/2014 which signed by Indonesia President Susilo Bambang Yudhoyono (SBY) on September 1, 2014. SBY revoked President Regulation No. 55/1972 on the Perfection of Hansip Organization and People’s Security and Resistance Organization in order to control the implementation of Universal Defense and Security (Hankamrata) System.

The consideration in revoking the regulation above is to follow Government Regulation No. 6/2010 that states the tasks and functions related to public order, public tranquility, and public protection which currently implemented by Satpol PP.

This President Regulation No. 88/2014 is effective since the date of enactment, as stated by President Regulation Article 2 which enacted by the Minister of Justice and Human Rights, Amir Syamsudin, on September 3, 2014.
