Manipulating TKD, Civil Servants will Be Demoted

The civil servants' dynamic allowance (TKD) is getting a tight monitoring from Jakarta Provincial Government. It is done through the civil servant's performance and point.

If we found any civil servant who manipulates the dynamic allowance, we will demote them as staff under the Echelon IV position

Head of Jakarta Financial Management Body (BPKAD), Heru Budi Hartono asked all officials or civil servants not to manipulate the allowance amount or their job.

Moreover, if there are civil servants who proven to manipulate the data, Heru claimed that his side will give a firm sanction such as demoted for three months and the civil servants will not get Echelon IV position.

"If we found any civil servants who manipulate the dynamic allowance, we will demote them as staff under the Echelon IV position," he threatened.

Hartono also ensured the dynamic allowance can only be disbursed if all receivers have calculated the amount of their allowance.

"I urge all of dynamic allowance receiver including teachers to follow our rules. If there is people who not follow it, we will not disburse their allowance," he explained.

Furthermore, Hartono also asked all civil servants to be patient and do not be too focused on the dynamic allowance disbursement. "Maybe, it would be disbursed in the upcoming May. The important thing is the static allowance can already be disbursed," he stated.

He continued, Jakarta government has cut the allowance by Rp 300-Rp 400 billion from 2015 City Budget that was set about Rp 69.28 trillion. "The dynamic allowance is still being counted carefully. This year, I cut the allowance by Rp 300-400 billion, thus there should be adjustment," he explained.

If the dynamic allowance was disbursed, his party and Jakarta Employment Agency (BKD) will check the allowance in the field. It is done by seeing the allowance nominal from employee performance.

"I'll choose one example and take sample randomly from each employee's allowance nominal in Mayor Office. If there is protest, this is my responsibility," he stressed.
